With a solid track record in the public and private sectors, Tejada Espino has been involved in complex legal disputes involving corporations, contracts, family businesses, the construction industry, the media, state institutions, and environmental issues. His experience extends to international litigation, where he has coordinated with foreign entities and law firms in proceedings related to asset recovery and civil liability arising from economic crimes.

 

His versatility makes him an ideal advisor for cases involving criminal, financial, reputational, and regulatory issues.

 

Tejada Espino obtained his degree in Law and Political Science from the University of Panama and then completed with distinction the third-level courses in the Doctorate in Law at the Complutense University of Madrid, focusing on International Trade, Constitutional Justice, Comparative Law, Spanish Banking Regulation, and Comparative Banking Regulation. He was a fellow in the IV Executive Training Course in the F.I.D.E.S. Area of the Spanish Union of Insurance and Reinsurance Entities.

 

During his time in public service, he served as Senior Prosecutor of the First Judicial District and then as Ombudsman of the Republic of Panama, during which time he led pioneering initiatives in human rights and transparency in public administration. 

 

As Senior Prosecutor, he investigated complex criminal cases and presented oral arguments before juries. Among his most notable achievements was the historic indictment of General Manuel Antonio Noriega and others responsible for the events that took place in the Albrook Massacre.

 

He participated in the Academic Visitor Program of the United States Department of Commerce Patent Office and in the Visitor Program of the United States Department of State Anti-Corruption and Accountability Project. He also received training in violent crime investigation from the US Department of State and in crisis (hostage) negotiation for the Central American region from the FBI.

 

He served as Panama's representative at the Hemispheric Meeting of Government Experts on Combating Crime and Preventing Delinquency (1999). He was president of the Central American Council of Human Rights Ombudsmen (2003-2004), promoter and member of the Pact for Justice Reform, signed between the government, state bodies, and actors linked to the justice sector (2005). He has been a member of the Advisory Council of Transparency International, Panama chapter (2006-2015); a member of the Advisory Council of La Prensa newspaper; a member of the Prison Policy Council of the Ministry of Government and Justice (2010-2011); the Advisory Council of the Citizen Security Observatory of the Chamber of Commerce and Agriculture of Panama (since 2011), and the Commission of Experts of the Judicial Observatory of the Chamber of Commerce of Panama (since 2017).

 

He drafted the preliminary bills on the Single Vehicle Registry and the DNA Testing Bank and Database, both of which were approved as laws of the Republic. Also in the legislative field, he acted as a consultant to Panama's public accountants associations in the debates concerning the draft Tax Procedure Code and the draft law adding crimes against the national treasury (“Criminal Tax Fraud”) to the Penal Code.

 

Among other mentions and honors, Tejada Espino received a plaque of recognition from the Public Prosecutor's Office for his excellent work as Senior Prosecutor (2001). He also received a plaque of recognition for his collaboration in the preparation of the Final Report of the Truth Commission (2002); for his contribution to increasing citizen access to public information through the Transparency Node of the Ombudsman's Office, a plaque of recognition from the National Council for Transparency against Corruption (2005); special recognition from the United Nations Children's Fund in Panama (UNICEF) for his outstanding work in defending and promoting human rights and children's rights (2006); a plaque of merit awarded by the National Commission for Civic and Moral Values of the Civic Clubs of Panama, for his work over several years as president (2012); for his social and community activities, he was chosen Kiwanis of the Year by the Kiwanis District of Panama (2017-2018). And in 2023, for his outstanding legal practice, he received a medal of recognition from the National Bar Association of Panama.

 

Tejada Espino is a member of the Board of Directors of the Panamanian Academy of Administrative Law, a member of the International Association of Prosecutors, and a member of the World Compliance Association. He has been a speaker and moderator at various national and international conferences, forums, and seminars on law and the justice system. 

 

Since 1999, he has been an active arbitrator at the Conciliation and Arbitration Center of Panama. He has been appointed in arbitration proceedings related to contracts and has represented and served as a consultant in arbitration cases with criminal implications, including the liability of parties involved or evidence presented during the arbitration process. He is registered as conciliator and mediator number 1604 with the Alternative Dispute Resolution Directorate and is registered as a conciliator in conciliated reorganization number 1404-RC-22.
