Rodríguez Lugari brings a unique strategic vision to the practice of law, transcending the scope of legal proceedings and combining more than three decades of experience in financial compliance, state property liability, and reputational crisis management in sensitive litigation. 

 

His professional career has positioned him as an expert in cases where legal impact and media exposure must be handled with precision, rigor, and institutional vision.

 

Between 2014 and April 2020, he was the Attorney General of Accounts of the Republic of Panama, the highest authority of the entity responsible for investigating and promoting financial liability for the misuse of public funds. This key position placed him at the center of the state's oversight and accountability system, leading complex investigations with far-reaching economic and administrative impacts.

 

Prior to that, he developed a career in the financial sector, as an in-house lawyer and executive at Banco de Bogotá S.A. (Panama), and then as Compliance Officer at its subsidiary in Nassau (Bahamas), between 1986 and 1999. He was also Director of Auditing for the Panama Canal Authority, immediately after the Canal's return to Panamanian administration, participating in the installation of control mechanisms in one of the country's most strategic institutions.

 

In addition to this technical and legal background, he has extensive experience in freedom of expression, media, and the right to information, having served as Deputy Ombudsman and Special Delegate for Freedom of Expression and Access to Public Information (2001–2006). He subsequently directed widely circulated print and television media outlets, such as Panamá América, TVN Noticias, and La Estrella de Panamá, which gave him a deep understanding of how public narratives are formed and how they can directly or indirectly influence judicial processes.

 

Rodríguez Lugari heads the Communication and Reputational Risk Department at TEJADA ABOGADOS, a specialized unit created to design and execute communication strategies aligned with legal defense, particularly in business litigation, administrative proceedings, and high-profile cases. Under his leadership, reputational risks are analyzed, and clients are advised on how to act in scenarios of media pressure or parallel trials on social media and in public opinion.

 

In addition to being a lawyer from the Pontificia Universidad Javeriana (Bogotá), he has a Master's degree in Public Policy Management (ADEN School of Government / George Washington University) and a Diploma in Journalism from the Tecnológico de Monterrey, which strengthens his multidisciplinary approach. Since 2020, he has participated as a legal and political analyst on the radio and television program “Cuarto Poder.”

He has extensive experience in social media. He was editor-in-chief of Diario Panamá América (2006–2010), news director at TVN Media (2011–2013), and editor-in-chief of La Estrella de Panamá (2014). Since September 2020, he has been a legal and political analyst on the radio and television program Cuarto Poder. He holds a diploma in journalism from the Monterrey Institute of Technology in Mexico and a master's degree in public policy management from ADEN School of Government, certified by George Washington University.

 

He has provided expert opinions in various cases related to journalism, freedom of expression, and opinion. He has also acted as legal counsel for media outlets in litigation.
